When you equip an item using a hotkey, all the equipment it replaces will be bound to the hotkey so you can swap back and forth. To make an equipment set in the hotkey, you have to equip something like the automated suit that takes up many slots with a hotkey. This can be disabled in the gameplay options (switch equipment hotkeys) if you don't want the equipment hotkey to change when you hit it.
