A structure can be placed closer to a tree if the structure is not tall. The left side of a smelter, for instance, can be placed right next to one. Trees however cannot be planted if any part of the grown tree would be over another structure. So while I can place that smelter just to the right of a tree, I can't plant a tree just to the left of a smelter.
