Game is running even when exited

Everytime I've loaded up this game, it still is claiming it is running even when I exit it out. I don't see it in the task manager, but I see on Steam that it says "running".

This was answered here: https://steamhost.cn/steamcommunity_com/app/876650/discussions/0/1734336452551608554/ - but if it doesn't show up in your task manager, the game has exited and it's a bug on steam's end (it might be steam trying to sync the steam cloud).
