i already said it earlier, and it's on title, i'm using Xbox 360 controller
One of my streams on game launch, I was asked if controller support works. At the time, I wasn't sure I was willing to, but I went ahead and checked for them. It did. Now mind you, this was a PS4 controller using DS4Windows with Hide PS4 controller enabled. But that said, at some point, I had also had to re-enable my basic controls on the Steam Controller configuration because of a different game (Sword Art Online: Hollow Realization). There was a mention that you needed that turned on, so lo-and-behold, it worked. Since I have yet to turn it off, anytime I jump into M.A.S.S. Builder with the controller on, the bottom right notification from Steam informs me that my controller setting has been enabled for the game.
So I would say also try checking to make sure you have that enabled in steam.

the default setting is off which is won't make the gamepad useable
the trick to fix this is just set it to enabled and your gamepad is working fine
