Report a translation problem
Search for "directx runtime" without the quotes on google and go to the first result on a Microsoft page. For your safety, never download this package from another distributor.
If you have persistent problems with the other file, also google "directx 9 runtime" and download that. Same thing applies here. Only from Microsoft's page.
Edit:
Don't download these files from dllme or other weird pages. They belong to DirectX and you're much better off just installing/reinstalling the whole package since you know the files haven't been tampered with.
