Try updating your GPU drivers, reinstalling DirectX and Visual C++ redistributables, and disabling all third-party overlays.
i updated windows, updated graphics driver, reinstalled visual C++ redistributables, disabled 3rd party overlays, turned off any grapchics OC and still get the same message ue4-mmc game has crashed,

That's sux. Have you tried reinstalling the game?

Verify files maybe
I've verified files 3-4 times, still doesn't work. When my new internet comes in 2-3 weeks I'll delete the game and reinstall it to see if it works then.

If verifying didn't fix it, reinstalling probably won't help much either. Did you install the multiplayer packs too? Kinda dumb, but for some reason the game needs them even if you don't play mp.
how do I check where the multiplayer packs are? I looked at properties and went to dlcs
and saw only halo reach being ticked. everything else is unticked including mcc h1/2/3/4 multiplayer; the multiplayer is a big file size too (20GB)

I'd suggest installing the full collection with all the extra DLC packs, but it's hard to say if that'll actually fix the issue. So only do it if you have unlimited internet.
personally i had Halo Reach, CE, 2, 3, 3 ODST, CE multiplayer, 3 multiplayer and it was working fine, yesterday i decided to reinstall this purge called Halo 4 and suddenly my game started to crash randomly with no error message.
even after uninstalling H4 it still happens.
My account won't log in, just goes to loading circles.
OK..... I spent some time looking online and found that Fatal error ue4 mcc is a generic term to say 1 of several things doesnt work.
i read the crash file instead and this came up;

Try running the 'sfc/scannow' and then 'DISM.exe /Online /Cleanup-image /Restorehealth' commands in an Admin Command Prompt (type ‘cmd’ in your Windows search bar, then run it as administrator).

It's still hard to say exactly what's causing it, but usually it points to a CPU or OS issue.
I ran sfc/scannow and got "windows rescource protection did not find any integrity violations".

I then ran DISM.exe /Online /Cleanup-image /Restorehealth and got:

Deployment Image Servicing and Management tool
Version: 10.0.26100.1150

Image Version: 10.0.26100.4652

[] The restore operation completed successfully.
The operation completed successfully.

I ran the game and it crashed the same; the symbol image libcef.dll being the issue.
thx for the suggestion though.

Well, the only option is to install the whole MCC and see if it works, if you haven't done it yet.
For me, it was logging out of my Microsoft account via MCC and then logging back in - seems to work, I do on occasion get a fatal error randomly every so often every month.
