B. Run a chkdsk on the HDD, and use a disk checking tool and check the disk health

No, I moved things around all the time, from the RAID0 SSD's to the 4TB drive when I don't play them anymore.
You'll need to check the HDD for errors.
Well, welcome to PC gaming. Getting it working is half the fun.
Go back to console.
I've been doing this for like 30 years. It's not nearly as difficult as it used to be.
There's a problem somewhere, and it's fixable. It just depends on how much you plan on troubleshooting it. Just Google search the error message.
Could be the disk.
Could be the AV program?
REINSTALL the game but this time tell steam where you WANT it, you can manage that from your steam Settings tab.
You can within steam. It's under properties.
You can actually just move the game to a new folder and add the folder to your steam Library, Steam will update itself.
As long as the game is in a Steam folder, it will work fine. I do it all the time.
Works either way, as long as the destination is in the new location and you restart Steam.
