Totally different scenario. Buttpics on profiles are openly viewable - no warnings, no blurring, no filters. Shoppages are both age-gated and if neccessary censored based on regions and account settings.

Artworks are first and foremost art. That being said the artist can decide to brand their artworks as NSFW which blurrs the images and furthermore blocks them for accounts without the specific settings enabled.

Reporting profiles as well as artwork pages works just fine for banning content if they are inappropriate.

Most of the Resident Evil hubs are rated 18+ so yeah, naked skin is allowed there because even if the games themselves are not pornographic, the average player should be over 18 so its not a problem.

I don't remember steam keeping such stuff back in the days. We are talking about nipples & holes here, not just skin.

adult games attract adult gamers, simple as that.. you should grow to accept adult content since it will be way more common in the future, even outside of steam

There you have the rules. It doesn't say anything about exceptions or age restrictions.
Its all just speculation here. Nobody knows what happened and why these hubs are filled with erotic and pornographic content. It is just what it is.

Because Steam is fine with nudity in a 18+ game, most of the time.

I don't mind if Steam doesn't babysit 18+ games; I'm actually old enough to filter stuff for myself.

I'm not entirely sure about the specifics of "Not Safe For Work" -- I'm a software-developer, so nothing on Steam is "safe for work" unless I were actually making something that interacts with Steam (there's actually a private project of mine doing that, but that's not "work"). Still, Steam shouldn't worry about people's "work" at all; it just doesn't concern them.

Not safe for work: Used to warn someone that a website, email attachment, etc., is not suitable for viewing at most places of employment.

You can report any actual porn in the hubs and it will eventually get taken down. Even the RE hub as witnessed last time this discussion came up. But since Valve retired the volunteer moderators Moderation has dropped to a snails pace so dont expect fast turn around. Hence why you are seeing it more now

One solution to this whole situation would be to add a flag the uploaders can set for anything sexual, like "Contains skimpy, nude or erotic content." And then a rule to enforce appropriate usage of it while offering a filter for the flag. But i think Valve struggles to acknowledge such content officially through action, leaving it uncommented to the hubs.

Valve actually issues bans to such people, I reported a friend of mine which had a nudity pfp, and they were not allowed to change pfp for over 7days first time then 30days.

But after the retirement of moderators apparently they don't care anymore.

There is always more to it because profiles are user specific, while game hubs are publisher specific. You are much more likely to be banned here on the public Steam Discussions than on some random 15 years old hub with a game from a dev that might not even exist anymore.
