anyway, looks like the waiting game really is the answer. in my support ticket, I asked them to do an account refresh on their end-- no idea if they actually did that or not, but maybe try sending a ticket and asking them anyway. worth a shot.

AFAIK, this is 100% on Steam's backend and is causing problems for a lot of people even though they try different computers and different internet connections, but are still seeing the same issue. For me, switching to a secondary account had no issue logging in and installing/playing games, but on this account, I could not get into the client and saw the neverending "Loading user data". I've left this loading state for over 8+ hours so I know that the Steam client isn't actually doing anything.
Please note that after creating the support ticket, if you try to log into Steam multiple times to see if it works, Steam Support may think that you have successfully logged in because technically when you sign in, Steam will report on their backend that your account has been able to successfully log in, but in reality, the "Loading user data" never stopped for you, and technically you never got into the client (to see your Library/Friends etc).
This means, while you technically signed in and Steam shows you successfully got past the login screen, you still weren't able to access your account.
Steps to resolve:
1. Create a support ticket by going to the link and going to "Contact Steam Support"

2. Explain your situation about receiving the "Loading user data" issue and request an "account refresh". Feel ree to post links to Steam community discussions that are all discussing the same thing:

When creating the support ticket, I also made sure to also mention that "if this Steam Support ticket is still open, I am not able to get onto the account."
3. Wait for the refresh
Once Steam Support responds, hopefully everything is fixed. Here's the message they sent after resolving my issue:

We've checked your account and carried out some troubleshooting. Please restart your Steam client and sign in to your account again.
If the issue persists, please follow the steps below:
Restart your computer
Check for interfering programs running and stop running them
If you continue to see the issue after stopping any interfering programs, you'll want to download the Steam installer again in order to repair your local Steam installation. Once you have the installer, run it and select the current file path of your Steam installation. This will make sure that you have all of the correct files in the correct locations, while preserving installed games and other account specific details.
After all of this, if the problem still exists, please let us know.

Hope this helps all, I was locked out for the whole weekend, didn't get to play anything T_T
So tl;dr: if you are *sure* there aren't any problems on your end, don't wait and open a support ticket. I thought waiting for the system to figure itself out (as it worked for some people) might drag it out longer than it needs to.
Logged out of all currently online steam accounts (for all but cell phone)
Then wait for a while and it worked!

Reset your password. This will update/refresh your account and you can then login. The same thing happened to me today and this worked for me.
Nope.. just tried it and unfortunately i still cant login.
