So, for months now, I've tried fixing this problem on my own to no avail, so I'm turning to the actual gaming community now.
My downloads, specifically always Steam, jump from 1 min, to 1 hr, to 1 day, and back down again.
I've tried changing my location (i.e. US - St. Louis to US - Dallas, etc), my download location (SDD to HDD and back again), I've uninstalled and re-downloaded Steam, and nothing seems to work. I've also turned off all of my download settings, just in case something is limiting my downloads through there.

I will take literally ANY help or advice I can get.
