Refund policy in steam family
I have a doubt with something.

Let's say I purchase a game and play it for 90 minutes before requesting a refund. If someone else later buys that same game, does my 90 min of playtime affect their eligibility for a refund? Or is their playtime tracked independently, as if my usage never occurred?

Playtime is not shared across accounts.

Way it works:

Your library.
Your playtime counts towards your refund, but no one elses.
Playtime of your family while they are sharing it FROM your library counts towards your refund time and theirs.

Just to be sure, if someone was playing something form my library, I would be able to see it?

If you borrow a game using family share and play it for over 2 hours, the owner is no longer eligible for refund and if you buy the game later for yourself, you are no longer eligible for refund as your playtime is already over 2 hours.

What can I request a refund for?
Valve will, upon request via steamhost.cn/help_steampowered_com, issue a refund for any title that is requested within 14 days of purchase and has been played for less than 2 hours (this includes online, offline and shared library playtime). Even if you fall outside of the refund rules we've described, you can submit a request and we'll take a look at it. Please review our Refund Policy for more information.
