Your playtime counts towards your refund, but no one elses.
Playtime of your family while they are sharing it FROM your library counts towards your refund time and theirs.
Just to be sure, if someone was playing something form my library, I would be able to see it?
If you borrow a game using family share and play it for over 2 hours, the owner is no longer eligible for refund and if you buy the game later for yourself, you are no longer eligible for refund as your playtime is already over 2 hours.
