Valve defaulted comments on reviews to off due to the amount of harassment people have been receiving.
And you wanting them to be enforced on doesn't stray too far from that.
2-lane road...
Barely 10 hours played? You wrote three reviews at 3.5 hours 0.2 hours and 1.0 hours.
As for comments they are OFF by default due to it being the reviewers choice.
And finally report any reviews you deem are paid for BUT Steam Support may disagree.
As for a.i the review you linked if from 2017.
If you don't find reviews helpful, you can always ignore them. It's like growing up without the internet, we had magazines with reviews in them, but we didn't have to read them. On Steam you have reviews that can be one word, A.I., or even utter gibberish that's a bunch of random letters together. Some even put an ASCII art picture. It's a review system by users that can be abused, misused, is untrustworthy, and at the end of the day it's just one random persons opinion or post on the internet. The reviews on Steam are no different than comments on a Youtube video or a post on Reddit. What trust and stock you put into random people on the internet is up to you.
There's a lot you could say are bad about the review system, but, if you don't find it useful then don't use it. Just ignore it bruh.
You watch, with the upcoming release of Borederlands 4, people can get a lot of views and make a lot of money (on social media) with reviews that hit the platform quickly. There will be a flood of early reviews. The only way to get GOOD reviews is to wait a month, until people have played the entire game and had time to dig in to the finer points, but buyers are just not going to wait that long.
I guarantee you that I will do a Steam review on the same day it's released but it won't be very accurate. Just my initial impressions.
So you're assuming that a review was written with AI? Insinuation without proof.
For my work as example, a page-long comprehensive product review can be written within a few seconds of playing. However, i also serve a different focus and target group.
Regardless of that, playtime on Steam has nothing to say. Never had. One can run a product for days and unlock achievements manually without anyone actively using anything at all.
In general. Have a look at your "reviews". They are nothing more than personal opinions and bs. NOT even close "product reviews". And that's what the core problem is on this platform.
To quote some "reviews" by you and or
Unable to write even "product reviews" themselves, only producing rubbish content and complaining about others?
In what way is this supposed to help customers with their purchase decision or existing customers?
The majority of users on this platform understand neither the meaning nor the term “review”, but that's exactly what the developers want to see. Unfortunately, this behavior is very widespread on this platform... Even Valve Corporation itself makes fun of you as the “general” Steam player.
Stupid, there's no other way to put it.

The "ai accusations/arguments" these days has become a good way to discredit others on Steam.
The rest is not even worth commenting.
In reading that mess of an OP, none of your criteria for identifying false reviews actually hold up.
Heck, there'll probably be a ton of reviews in the first 5 minutes from people who've decided on some thing the hate about the game due to previews or other things. Like "omg, how dare there be day 1 DLC" reviews, or "zomg, it's woke because <dumb reason>" reviews, etc.
Possibly organized on a discord or reddit, with a bunch of people primed to buy, "review", and refund because of whatever they're moaning about.
