Interesting. My understanding was that the devs handle their own moderation in that forum. Valve rarely overturns those. One of the Valve mods sent me this once to look over.

Your understanding is wrong.

Devs have a right to manage their own hubs if they want. If they don't, then Valve picks up the slack. Bans from Valve directly are obvious.
