Yep all others are ok
Yep done all that. All are normal. Even in my ISP app it tests the network speed. All is normal.
They are shaping aka throttling aka slowing down your Steam download speed.
Call them and complain!
They may not want to help any, but I think this is the proper way to handle this..
Contact them for help. (which they may refuse if speed matches your contract)
