That is quite a good answer to a question I didn't ask.
The actual question one can easily infer is whether there still is a rule, and if so, whether it is actually enforced.
We have a few guidelines about the content that can be distributed via Steam. Please keep these guidelines in mind when choosing whether to proceed with distribution.
What you shouldn’t publish on Steam:
1. Hate speech, i.e. speech that promotes hatred, violence or discrimination against groups of people based on ethnicity, religion, gender, age, disability or sexual orientation
2. Nude or sexually explicit images of real people
3. Adult content that isn’t appropriately labeled and age-gated
4. Libelous or defamatory statements
5. Content you don’t own or have adequate rights to
6. Content that violates the laws of any jurisdiction in which it will be available
7. Content that is patently offensive or intended to shock or disgust viewers
8. Content that exploits children in any way
9. Applications that modify customer’s computers in unexpected or harmful ways, such as malware or viruses
10. Applications that fraudulently attempts to gather sensitive information, such as Steam credentials or financial data (e.g. credit card information)
11. Video content not directly related to a product that has shipped on Steam.
12. Non-interactive 360 VR Videos
13. Applications built on blockchain technology that issue or allow exchange of cryptocurrencies or NFTs.
14. Applications with advertising-based business models.
I decided to look up Valve's rules on the matter for you. #13 may apply to these games, but further research on these games would be needed before it could fit the rule more accurately. But I'd give an initial guess that it would apply.

Valve still haven't let them release on the store and it was supposed to release on April 2.
If you think something is not righyt thenreport it... then it's up to Valve to decide what they think is ok or not...

That would be the closest one I think...
You overestimate the extent to where I care about what any random user thinks or does in the forums.
I appreciate good points when given like Chika Ogiue pointing out that most of these aren't released, so policy enforcement might actually be what's keeping them from actually being released.
But honestly?
The purpose with making this thread is just to get this typed out somewhere just to alleviate my own frustration with the state of the Steam store (Not only in this regard, there's a lot of issues with user search and curation features) and if an actual staffer sees it (Unlikely) that'd be a plus.
These types of threads are used to rile up users to create an attack mob.
If you see something that you think breaks the rules just report it, and the move on with your life.
It only takes 1 valid report for action to be taken.
I did write out right there why I posted this, right?
Do keep replying with irrelevant remarks though, it increases they extremely slim chance that a staffer takes a look at the thread and the games linked.
There isn't even a report category for policy violations - Which would encompass blockchain games and undisclosed AI content.
So these reports might as well be dismissed at a cursory glance for not matching the chosen category.
And with false reports being a very obvious risk (And a significant waste of staff time) they might not even be queued for review until the amount of reports exceed a certain count, unless it's one of the categories that demand an immediate response (For liability reasons, like the child abuse category).
This is a USER only steam sub-forum, no one from valve or steam will read this thread.

No moderators even? That's kind of amazing.
Valve / steam moderators do not randomly read threads in any steam forums / sub-forums.
They only look in when a thread or post is reported.
This steam sub-forum is for users to help other users with questions about using the user interface on the steam client, app, or website. This steam sub-forum, is very useful.
I wouldn't bother looking in here unprompted either.
Only reason I posted here is because it didn't fit any of the other sub-forums.
I had also forgotten that nearly every response you ever get from users here is just objecting to anyone posting anything ever.
So let me clear this up:
Help and Tips are for tech support and client/service advice.
Suggestions/Ideas are client and service suggestions/ideas.
Steam Community is for, you know, all the forum bits and things about those.
So what is left that is actually supposed to be talked about in this sub-forum?
