All of that takes time and if you change any part of your account (such as username / security features), that delays the request.

I don't think it takes 3 days to get a refund. Well, I've never had to wait 3 days, anyways.

If I made a refund today and get a reply (and they do the refund) by 12pm, I would just have to wait till 12pm the next day and I'll have my money.

And they have our money sitting on pending because of other people who abused the system. So, get mad at those people and not at Steam/Valve.
