Secure your account. All steps...
Scan for malware. https://www.malwarebytes.com/ or with whatever.
Deauthorize all devices https://steamhost.cn/twofactor/manage
Change your password on a secure device.
Generate new back up codes. https://steamhost.cn/twofactor/manage
Revoke the api key (this should be empty) https://steamhost.cn/steamcommunity_com/dev/apikey
Read the Steam Item Restoration Policy.

After you have fully secured your account, you can restore the games whenever.
1. Go here https://steamhost.cn/help_steampowered_com/en/
2. Scroll down and enter the name of the game in the search bar.
3. Click on the game.
4. Select "It's not in my library"
5. Select "Restore the previously removed package to my account."
Do steps 1-5 for each game that is missing.
Keep in mind if a ban is placed on the account it will not be lifted, I say that only because it seems that quite a few who have bans on their account were on vacation.
