Steam has problems with downloading updates, see here[ibb.co].

If i start a game (with pending updates) then the updates starts, but the game itself starts too (at the same time). If i stop the execution, the download is still in progress, which is fine, but the client also reports a finished download, see the picture above.

Does anyone know a solution for that? Is this a bug?
