Can you play your old library when you're moving to another country
By this premise... let's say I'm in US and suddenly had moment to trip to Japan... And decided "I could change my country region while being in here", and bought some games in JP region...

to reinstate my question, does your old library could be accessed while in other country and vice versa after you came back??

That would be all my question for now.

What's this old library stuff? There's just your library and it's accessible if you have access to your account.
You would need a valid payment method and billing address for the region you are "suddenly" visiting.

That is, a VPN isn't going to help you fool Steam.

But if you're seriously moving to another country, as far as Steam is concerned your games would remain playable. However, if the publisher has an IP block on their end, then such games won't be playable. For example: Uma Musume Global is IP locked such that it cannot be accessed in Japan -- you will receive a permanent connection error. Likewise, any game in Japan that has a similar IP block on the publisher's end would also prevent you from playing once you left Japan. In the event a game has a Steam-side region play lock, the lock is automatically removed (IIRC) 90 days* after purchase.

Steam store regions can only be changed once every 90 days and you must have a valid billing address and payment method for the change to be possible.

* It might be 180 days, I forget. It's been such a long time since I've encountered such a lock, and I'm not sure Steam still has them.
Region restrictions should be lifted/ignored after 90 days.

That number isn't random.

Region play locks are a different can of worms.

Changing regions is not as easy as just being there. As mentioned you need a payment method issued from that region and its not meant to be changed if you are on vacation or just visiting. There is also a restriction from changing your region repeatedly in a short period of time.

So if you just visit japan you shouldn't be changing your region to reflect you live there.

You can only update your store country once every 90 days so you can't change it more often than that in the first place.

probably means your game library BEFORE steam aka your physcial game media library on cd and dvd
