I already clicked it away once, now a week later I have to click that banner away again. Why is once not enough? I AM NOT GOING TO PLAY THE BELATED SO CALLED NEXT GEN UPDATE FOR GAT 5!

One was to announce the preload. The second was to announce the release.

And it's not ad. You already own it. You own the Legacy version. Because of that, Rockstar gave you the Enhanced version for free.
It is an ad, because they want me to to play it so that I buy their new subscription thing.
Also displaying it over the news over other games is disrespectful to the other devs and to me as a user who was never asked, if I want to see an ad blocking the news for games that I actually still play.
Also they are acting as if we she should be hyped to get an update 3 years after everyone else got it. That's ridiculous.

Yes it is an ad. As it's advertising the enhanced edition (Rockstar's product) is out and you can preload it and or download it. So yes it is the very definition of an ad. Rockstar paid for it to be a full banner.

Except that that's not how Steam works. You can't pay Valve to put stuff on other people's screens. Preloading a game always shows that notification. It's not a paid ad. There's no such thing as a paid ad on Steam.

They did not. Steam does this for pre-load/pre-order games.
