Global does not necessarily mean that it can be activated every where.

If a country has it's own region keys then only those will work in that area.

Sounds like the key you got was not global. Contact the seller of the key for a refund or exchange.

Steam support or the community cannot do anything about this.

Global keys can have some exceptation

Try to read before you buy something...

Buy only from legit resellers such as listed here:

Eneba is not one of them and it's a risk from buying from those types of stores and this is not a steam issue.

Thanks guys. They're processing my refund now. The only reason I buy keys is because we cannot pay using PayPal in South Africa. I'd much rather spend my PayPal money here on steam.

Please try to shop for keys on more reputable sites.

This aggregator lists all of the legit key resellers. Using the site you named is risky and the source of their keys is not always legitimate.

Also be wary of keys marked as Global or ROW (Rest of the World). While there are some keys that work globally, a lot do not. And has been pointed out, some games may have several segregated regions. Unless you know exactly what regions those are, you'll never really know the true definition of Global or ROW.

Valve isn't responsible for your key purchase difficulties. Take it up with the seller.

The only solution is to go back to the seller and ask them to return your money.

You actually can use PayPal in South Africa:

The registration is stricter than in other countries, but it's possible.
