Do Steam reviews for refunded games count towards the score?

Are Steam reviews for refunded games visible and do they count towards the score?

I have seen mixed responses about this on the internet.

Don't know if they factor into counts after the refund, but there should be a message either above or below the review that states the product was refunded.

weird enough I have a review for a refunded game which doesn't shows the message.

It does, yes. If you leave the review before the refund went through, it won't display the message. Likely it does a check on license activity only at the time of writing.
