It just uses public information from Steam to check if a user has any community server or VAC bans.
The only thing I could find was a website written mostly in Chinese that repeatedly says it has "no viruses" which is like if the waiter at a restaurant repeatedly assured you unprompted that there were no rats piloting the chef around the kitchen Ratatouille style.
Be prepared to eventually get your account hijacked.
There are more than one "Steamtools" and one of them is indeed against the SSA/TOS to use.
Other than that, it's a really good way to get infected with malware.
