Have you tried selecting another server? Just to see if it is your connection to that particular server that is somehow bad?
Do you have this problem with other clients or just steam?
If your download speed being hampered by a old fashioned harddisk that isn't capable of writing to disk any faster then the speed it is going?
etc...
What other troubleshooting steps have you taken?
Its probably nothing to do with your network, and its almost guaranteed to be an issue with either Compression vs CPU speed, or SSD/HDD speed.
Different games use different levels of compression, and it seems like, depending on the age of the game and when it was packed, some dont even support multi-threaded decompression. On *most* newer games, the Steam.exe app will consume 4-8 CPU threads to decompress active downloads. But it wont use more than that.
This means that on something like an R9/i9 system you will see a max of about 8 threads in use, and with highly compressed games this will translate into at best a 600-900mbps download and not really any faster. You get limited not by download speeds, but by decompression speeds.
I run an R9-5950x build, which is getting a bit older but is *far* from slow (comparable to a 12/13 xx900k). It gets about 600-800mbps in compressed titles with multi-core decompression.
If the title is not compressed at all, you will see full speeds, but thats not the norm on Steam. If the title is older, and compressed using steam systems pre-multi-thread, it seems that the older decompression is still used. Many older compressed titles will only use a single core to decompress with thus comparably much slower speeds.
If you have an SSD or HDD with a small cache or slow write speeds that can also cause this issue, where the system downloads slowly, or fast in chunks, and then has to wait for the data to clear cache before grabbing the next.
