Steam will NOT override the publisher settings. If the publisher says to not sell the game in Germany, Steam will not sell it in Germany. Period. Just deal with it.
Germany *is* a censoring hotspot *because* of Steam (in the old days, you would just buy the game elsewhere, like the UK, and it would work just fine. But that was before online-DRM allowed Steam to selectively block purchased games based location, like refusing to accept a key in DE that was purchased in the UK).
That is a good jioke.
Most games on steam are blocked in Germany because valve decided to not offer a proper age verification system.
For a pretty long time only a tiny fraction of games need to be altered to get an age rating.
And those without a rating are legal to be sold to persons 18+.

Because Blue Archive has two things going against it:
1 -- It is very much like a visual novel for a portion of its content.
2 -- It features a Japanese art style.
Someone at Valve has a major hatred of both of these things when combined. This has been known for years; very very well known among most of the publishers and localisers who work with such games. Unless it gets a lot of media attention, don't expect a quick resolution.
In all likelihood, the reason is lootboxes, but- that said-, nexon- also has Mabinogi and Maplestory, and those contain lootcrates, yet are available.

Blue Archive is blocked on Android's and iOS's official stores. There might also be an IP lock upon login, but from what I gather they region restricted it through these stores only. (at least, this is for the phone version of the game.)
There might as such, still be a hope you can play it through Nexon's Desktop client. (their downloader), even if you cannot play it on Steam basically.
