It's a fraud prevention/protection measure Valve has in place.
It's not on the providers end.
If it were the providers end, it would be a failed transaction that the provider requests authorization for the transaction to go through on their website/app.
I've had the latter happen when purchasing the Deck for the first time. My bank flagged it as suspicious and made me authorize it on their website.

And yes RawWwRrrm some feel the need to attack to feel special. You must really suck at gaming to focus that on forums.

Your time on this platform or the amount of money spent makes you no more special than anyone else. So you tripped an anti-fraud mechanism that is there to protect you and everyone else. Wait the few days. Or keep throwing a hissy fit. Whichever you prefer, it won't change the cooldown.
If I read the Text in post 1 correct then only the community market is restricted, not buying games with the wallet money or using that card at all?
So if the goal was to buy games nothing was preventing you from that.
Talk about outrage over nothing. Its a minor hold to prevent fraud.
