The Steam Summer Sale is already over
You see all the sales prices? They’re not changing. Buy whatever you want (or better yet buy from third-party web sites for deeper discounts) and ignore the Steam store page for the next two weeks. Another phoned-in-while-on-permanent-vacation sale from the laziest company in the gaming industry.

Prices take a while to change. I'm rather concerned about the hideously ugly sale theme and items in the points shop. I mean, really, that's the best they could come up with?

when a big sale starts the servers get flooded.

Nowadays they always do this little dance where they play with at the last minute whereas before they used to lock in their prices beforehand. I hope Valve eventually does something to shut this down. Still, I got a higher discount on Shadows that I was expecting to see so this sale is largely a win for me.

The servers can get busy at first. Just try again later tonight like I will do once the traffic eases off is my advice. It will work better then.
