While Level helps, it really comes down to how many games you have that are eligible (having obtain all card drops) and how popular the game is. Then it's all RNG, but those two factors will boost your chances.
I go months without seeing a single one and then I'll get two or three in quick succession. A friend of mine hasn't seen one in years. I always tease him when I get a new booster pack.
Well, yeah, their Foils. Foils have a 1% chance of dropping per card reveal. So scarcity causes values to rise. Demand for those cards also affect price more than non-foils.
Eh... it's all working as intended.
