It's funny that because I also see 60 x 90% off, 4 x 91% off, 1 x 93% off, 1 x 94% off and 2 x 95% off games on my wish list.
And that's just your opinion. There are still plenty of games that are on massive sales.
Those games with huge discounts are the one nearly a decade year old.
Sometimes games don't have a bigger discount on a sale like the Summer sale because they already had one not long ago, as in the case with Resident Evil. Sometimes they also prefer to have their biggest sale at another sale such as the Winter Sale.
Don't expect a game to be the same price in all sales because you seen it on sale before.
Not all of them, not by a long shot. There are some with 90% discounts that are only two years old.
And you can also scroll down a big list and see games with as much as 75% off, which is still more than reasonable.

The problem with your link is that it is searching by "lowest price" and not by "discount" which seems to be missing from the search filter, not sure when they removed that. So, if a game is 95% off and isn't cheap enough it is not going to show on the list until further down the list.
