it seams to be only for mass action.
I get this message to bough cards for complete my badges, but i f i pick card by card, it works.

The error indicates that you are sending too many requests to the game's item servers. This most often happens when a browser extension is gathering information about items on a page, or when an IP address is shared across multiple accounts, which often happens when using a VPN, especially peer-to-peer VPNs.

Unfortunately, we have no way of removing these restrictions. We recommend removing any extensions that automate item and inventory activity and disabling all VPN usage. Please note there may be a delay of up to one day between removing the extensions and being able to browse the market or Steam inventories.

We aren't able to offer any assistance with this issue, so this ticket is now closed. If you have an unrelated issue, please open a new help request, and we will be happy to help.

"Too many requests" is an IP rate limit added back in early October 2022 for the Market and inventories...

and after doing that, do things a bit slower.
certain url nodes of Steam were severely rate limited for a few weeks, it is more relaxed now but depending on how they block, people/networks might still be affected by it.

my problem is that this is the first time this has happened to me simply by completing badges via the button provided by steam (buy the missing cards), that I make my purchases via the steam client, that I don't have a vpn and don't use any proxy.

Completing two badges (about 10 cards) is enough to put a restriction on me.

Even if it's very temporary, it's annoying during sales periods when badges give event cards.
