Seasonal Collection Badges
I have opened up the level 40 seasonal collection badge (https://steamhost.cn/points/shop/c/steambadge) and the page shows a green tick next to all preceding level 1 to 39 badges.

How do I activate and use a badge lower than level 40 if I like the look of it?

Once you unlock a certain level badge, that is what you see. You can not choose lower level badges to be displayed.
