Offline mode keeps activating cloud and start up location
TLDR It seems if Steam ever gets confused it always defaults to Cloud and Store page. Make that stop.

Is anyone else having this issue or can someone at Steam correct this? So I prefer playing almost always in Offline Mode, no connection to internet. I can't pin down what causes this, seems random, can't recreate reliably. I will start up Steam and it brings me to the Store page and Cloud saves are on. I go to Steam - Settings - Interface - Start up Location and set it back to Library then Cloud and turn Enable Steam Cloud off. That will work for some time and then randomly does it again. Just now was bad. I had an internet connection but Steam was set to Offline. Cloud on and Store Page. Turn em off, close Steam, open and Cloud and Store back on. Did it a 3rd time, same. Turn on Online Mode, set Cloud off and Library on and now it remembers. I have gone into each game I own and turned off Cloud within that setting too. No help.

What I want - It would be great if someone just says you gotta change some setting and works fine then. I'm not sure that exists. I think this is something that needs programming/software changes. I do not want to use Cloud at all, ever, not even once. I never, not once want to be brought to the Store page on start up, I will decide if I want to go there. So unless Steam can fix the current software then I want a new Steam Offline Only mode. It will be a different icon on your home screen. It does not have a Store page at all and does not use or even look for an internet connection. Obviously some occasional internet connection will be required but we are talking many weeks or months and it will have to be initiated by the user, not automatic.
To help better troubleshoot my issue I notice this problem occurs more often when I am changing if my computer has an internet connection or not. If I am surfing the web, unplug my ethernet connection and immediately start Steam then the chance for this error goes way up. I also unplug my modem often so that means new IP address.

This has been going on for years and it's to the point I really, really, really want to start buying my games anywhere but Steam.
