Failed gifting

so i have a relative who recently moved to Qatar who tried to gift me Hollow Knight, a game i always wanted to buy. Im from Tunisia btw and when she tried to gift me the game it didnt work saying: An unexpected error has occured. Your puchase has not been completed. Please wait a few minutes and try again. The problem kept repeating.

If the price difference is too big, it's not possible.

Are they trying to use their Steam wallet to purchase the gift?

If they are using wallet funds to buy the game, then they may have an account restriction on them if steam deems they are being used for commercial activity.

Steam can and will limit wallet funds to be used only for the account that owns them, meaning to send gifts your relative would have to use an external payment method such as credit/debit card.
They can try contacting support to see if they will lift the restriction....but if they say no then that is the final answer.

Because Steam offers the ability for developers to regionally price their games and as a result, some games are cheaper or more expensive in one region relative to another.

Only solution is to send a digital steam gift card in the amount needed to purchase the game.

Regional pricing. If the difference exceeds 10%, gifting won't work.
