How do i fix this GARBAGE download speed from Steam?
It oscillates all the ♥♥♥♥♥♥♥ time, it goes to ZERO bytes/sec, it never reaches my max download speed which is 88MB/s. I don't have issues with watching YT and streaming, i download torrents fast as ♥♥♥♥, i download mods super fast too. Also, it's by cable and not wi-fi.

Steam in installed on my nVME SSD.

Seriously, this stupid oscillation is extremely annoying and i don't know how to fix it. I've already cleared cache, changed servers and tried unlimited download speed and a specific download speed (60MB/s) and nothing changes, stupid oscillating download speed with moments of ZERO download speed.

Steam is patching as it downloads, so if you are having oscillation like that it means something is throttling you elsewhere. Either you are hitting your drives max read/write, or cpu "probably"

I have a gbit connection and routinely hit my 125MB download speed.

An example, my peak today so far is 113mb, probably because none of the updates were over 200mb total size XD

Steam/Valve, being one of the highest throughput using site in the world, is very often throttled down by ISPs. You're not the only user on you network you know. Your "supposed maximum download speed that your ISP sold to you to grab your attention" can be degraded during your own network/region peek hours. Just like traffic in a big city. Smooth in the early hours and then completely jammed during the peek hours.
