A permanent ban is and remains permanent.

Your sudden avarice isn't a good reason to unrestrict your account.

File an appeal. Politely and with good grammar and spelling, explain that you were a child back then, and that you've served your time. It probably won't work, but you won't get punished for trying, so you have nothing to lose.

If this doesn't work, your only recourse is to make a new Steam account and start working your way up from scratch. As far as I know, bans aren't transferable unless it's one of those bans where you do something so egregious that you get your account shut down completely.

There is a zero tolerance policy, there is no appealing that ban, the system is entirely automated, and the staff can't rescind this. The computer is entirely indifferent. You should have burned the account. The day that your account got banned.

Trade bans are not automatic.

What is a trade ban?

A trade ban prevents a Steam account from using the Steam Community, including trading and using the Steam Market. A trade ban can only be applied by a Steam employee. Trade bans are mainly associated with accounts that commit scams.

"Staff can't rescind this" is one of the biggest myths ever. Of course they can; it's just that their standard protocol is not to. The ability to do this exists, but doesn't get applied in the vast, vast majority of cases.

The odds of success might be one in a million, but if I were in the OP's situation, I'd still try.

I'm reading that as "i just want to do something with the skins i scammed back in the day" or am I just translating it wrong?

Either way I highly doubt you'll get unbanned now after 10 years, especially if those skins were scammed as you'll never be allowed to profit from your past deeds.
Would be kinda funny if they did reinstate trading, but to even it out they made the skins completely unable to be traded or put on the market.

So, many people would be over the moon with pound signs in their eyes after receiving a pardon, until they tried to sell them on the market. Then we'll have to put up with the influx of scammers complaining they got unbanned but can't sell their wares, still would be worth the chuckle.
