Slow downloads since installing Windows 11 and new CPU
I was regularly getting speeds up to 300mbps pre installation of windows and my new CPU 5700x3d. now this week my steam downloads won't go above 17mbps. is this just an issue with the content servers as I've tested my isp's speeds and they're above 660mbps, cleared my cache and checked that the limiter was not on. Also changed my region and that did not help.

I just downloaded a game at over 930Mbps, so guess what? It's not Windows 11 or your CPU. Check your network settings or ISP. Or maybe your router is crap (probably). But it's not valve or steam. Hope this is a clue.

Yes, router/modem and/or ISP issue. Not a Steam issue.

Also, make sure you are not confusing MBits with MBs, that is a common error.

What country are you in?
Which ISP do you use?

Windows 11 can slow down stuff, depending on your gpu and processor, especially if it has those faulty intel 13 and 14th processors, but most of the time, it is the person's ISP provider. They always throttle speeds. It is always hidden in every contract. You know those long big contracts with legalese? I learn to read them. Why? Those companies can charge you money for non various things and hide them in the contract. That is also where they tend to hide throttling speeds on your internet, usually on holidays or busy times. Right now is a holiday week, 4th of JULY, so yea, your probably being throttled OP.

That is not a Windows but a hardware issue and will happen regardless which os you use.
