Spend $10, get nothing because you already earned that card from the refunded purchase.
Spend $10 again, get your next card drop.
Because resetting the drops should be obvious when you refund games that you already got the drops for.
Those should be those specific holdouts, yes.
Your clueless naivete doesn't not equate to conspiracy or malice on Valve's part. Having negative feelings about being treated fairly isn't a problem Valve needs to solve for you.
It's worked this way since cards first started dropping during events for purchases.
