Is steam down now acting all over?
Unable to gift suddenly unable to submit ticket saying its already submitted, gifts already sent showing as failed pending. Brother account showing cards already traded and ones that shopuld be there not showing. Is it some massive bug?

Not down, but probably a cloud issue. My game notes are all gone as well and their UI is busted.

Yeah coz cannot even raise support ticket even that is shot claiming already submitted a ticket and every failed purchase is piling up not even allowing deletion of it.

I managed to raise a Steam Cloud general support ticket, on my 2nd try. Check if any of your ticket requests came through here:
Help - Steam Support - View my Steam Support help requests

If not, you can try to create a general ticket and explain the situation there. Any category should suffice, as long as it goes through and creates the ticket.

yeah just checked no requests today show except one old one a week old.

EDIT: Finally managed to get a ticket in.

My PC Steam client had trouble displaying the forums for a bit, but restarting Steam resolved my issue. Don't know if the same will help your case.

Its not just client. I make purchases on browser everything seemed wanked out.

In case someone faces an issue like I did, here is how I managed to fix my Steam Notes issue.

I started a game, went to the steam overlay and clicked on the cloud icon. There I chose the latest cloud data, which was local and from last year's December no less. Once I did that, all of my notes, the ones after December and those before the issue started, reappeared all at once.

My issue of gifting was resolved by support. BUT! My brother has the crap a whole week support finally gave up. I estimate the glitch will resolve when sale ends. SADLY thsoe affected will lose out.
