I'm sure you'd rather wait 24-48 hours for guaranteed funds than live in limbo for days, weeks and even months to find out the the initial transaction was fraudulent and everything has to be reversed.
So it has all the downsides of a security feature without any of the actual, you know, security.
Scammers use cloned or stolen credit cards to quick-buy high value items on the market. When the cardholder raises a dispute, Valve either had to pay out of their own pockets OR everything had to be reversed. So if a seller receives $500 in funds that were fraudulent and they went on to buy items and games with their money, everything eventually had to be rolled-back leaving users and even developers out of pocket.
This is nothing to do with breaching accounts.
Depending on how fast the card holder sees the unauthorized charge they could file a dispute for longer then 2 days with their bank which issued the cc.
So valve would need to increase the hold time to 60 days if that would be the cause.....
How would Valve make more money and you less by holding virtual funds?
