The casual scammer? None if they're (a) patient and (b) hook enough gullible people they don't need to. But mass-scale scammers? 5 USD per account for a hundred or so accounts isn't going to even register. Of course that level of scammer isn't going after Steam accounts, as they aren't worth enough and it's a hassle turning them into real money. Far easier and much more profitable to run romance or Nigerian prince scams.
No, there is no way of bypassing the spend requirement for new accounts. It's there for good reason to be fair.
