How did you cancel the transaction? They go through almost immediately with no way to stop it once done.

Sounds like the amount is marked as pending.

It can take a few hours to a few work days before the bank releases back to you.

how did you purchase and then cancel? the way you did it will matter.

So i thought it will was in my library and it was not so i check my history of the purchase and it says pending and i thought oh it failed to charge my account and canceled the transaction and it charged my account i asked steam about what happened and steam said it didn’t charge my account but it still charged my account

Failed and cancelled transactions will see the money return in a few business days. Steam did not scam you - the money left your account but never reached Steam and now it's on hold with your payment provider.

You can't buy games twice. You have one cancelled transaction on record so you can try purchasing it again at any time if you have funds available.

you cant own the game twice on steam.

the cancelled one the money will be returned in a few days. it takes a bit of time.

You can try to purchase again using another card whilst you are waiting for the money to return on the other. You cannot buy the game more than once no matter how many cards you use and you have no purchase on record here because the transaction did not go through.

From the FAQ:

Approved refunds can take up to 7 days to appear in your account. Approved Wallet credit may take 24-48 hours to appear in your Steam Wallet. Please Note: Refunds to international payment methods may take longer. If your refund hasn’t appeared after 7 days, please contact your bank directly and ask about pending refunds on your account.
