clicking on a link could install a virus or give away something you value. Ransome ware take ownership as a link may have hidden codes. Keep your AV up to date with virus protection.

So the fact is that clicking on the URL will not directly lead to account theft, but the account inventory may be stolen through the deceptive content of the URL?

It means, you visit any site outside of Steam at your own risk. That if you fall for a phishing attempt or sign into a dodgy site that then let's someone compromise your account, you cannot sue Valve for it. That warning is their way of saying they are not liable.
