the reason it is there - too many idiots giving away their account log in because they are idiots.

thank those people that dont care about their account security and happily give away their account log ins.

Those are not the reason for Steam keeping the "balance pending"; the balance will never return to the buyer.

I'm not entirely sure what problem it's trying to alleviate, but it's entirely for Valve. Likely adding an additional delay in case the funds are stolen.

I think the amount should be higher personally, why hold 0.40? It’s too small amount to care about really. Make it so we can set what price it pends at

While small individually, realize how many there are on Steam and that amount compounds quickly when considering all of the market sales.
