i lowkey think steam just wants u to spend money irresponsibly

Security feature to stop malicious users from constantly creating new accounts and then sending spam. It's a very much welcomed feature.

I find it funny that the OP is using two accounts to mislead and harass others

You can ask them to send you
And you can spend that on a great game you will enjoy, on a gaming platfrom....
But ya, for the most part its to try and lower the amount of second accounts used only to scam pepole be used, putting the limit makes it that they have to invest something into the account before they can do it

To point out on this
They did try outher stuff first
At the start they try to just make it so you had to have a game on the account, but then bundles and 100000000 keys giveaways come by, and that really did not help any more (the scammers just picked up hundred of keys on this sites to unlock)
Then if I am not mestiken they did it so you just had to get a game or something in Steam, and then the hijacked accounts where used to unlock more scam accounts
For now we got the 5$ system, and also only one person has to do it, the second one can add if they get the requrest
It may get harder over time if scammers and the like keep trying and pepole keep falling for this stuff
You may not be able to send invites but you can give them your friend code or invite link from this page... https://steamhost.cn/steamcommunity_com/my/friends/add ...that they can use to add you instead.

That is, if you choose not to add $5 to the account right now.

Never had this problem when accepting friend requests. Your account might not be unrestricted. Did you spend at least 5 dollars?

Limited accounts cannot send invites but they can accept them.

They need to add the same restriction to being able to post on the forums too, IMO.

Would get rid of the spam bots we're seeing right now.
