hallo,
steam selber begibt sich leider zur zeit selber auf kriminäle wege und machen sich selber strafbar und haftbar..,

weil sie trotz mehrfacher hinweise auf fehlerhafte und nicht mehr vorhandene spiele elemente weiterhin diese als funktionierendes spiele element in teuren DLC packeten in ihrem shop verkaufen..,

auch wenn steam nur ein game dealer ist, machen sich diese durch das versprechen falscher tatsachen zum verkauf von fehlerhaften und nicht vorhandenen gegenständen strafbar und haftbar..,

das ist so, als wenn man zu einem zb. Audi oder Porsche verkäufer geht und sich zb. einen neuen Porsche dort kauft..,
man dann aber nur die karroserie ohne motor bekommt..,

man darf in keinem land der welt eine ware mit zb. 10 erfundenen und nicht vorhandenen sonder ausstattungen verkaufen und dafür geld einbehalten..,

steam macht sich strafbar durch ihr handeln und es könnten sehr hohe geldstrafen drohen!!!

nicht nur durch den verkauf des basis games, sondern erst recht durch den verkauf der 2 DLC sets, wo die angegebenen sonder inhalte ohne online dienst gar nicht mehr vorhanden sind!!!

Steam itself is unfortunately currently engaging in criminal activity and making itself liable and prosecutable.

Because, despite repeated warnings about faulty and no longer existing game elements, they continue to sell them as functioning game elements in expensive DLC packages in their shop.

Even if Steam is just a game retailer, they are making themselves liable and prosecutable by falsely promising the sale of faulty and nonexistent items.

It's like going to an Audi or Porsche dealership and buying a new Porsche, for example,
but then only getting the body without the engine.

In no country in the world is it permissible to sell a product with, for example, 10 fictitious and nonexistent special features and keep money for it.

Steam is committing a criminal offense through its actions, and it could face very high fines!!!

Not only through the sale of the base game, but even more so through the sale of the 2 DLC sets, where the special content mentioned is no longer available without the online service!!!

dies ist schon von sehr vielen spielern getan und gemeldet worden, anscheiend interessiert es bei steam niemand, das sie selber nicht vorhandene produkte verkaufen und haben nur noch dollar zeichen vor ihren augen..,
aber das durch solch ein verhalten, diese dollar zeichen vor ihren augen, die straf zahlungen werden, wenn sie weiterhin nicht vorhandene produkte verkaufen, scheinen sie nicht zu wissen,
deswegen wird es mal an die etwas grössere glocke gehangen, damit sie vieleicht mal ihre augen wieder klar wischen und sehen was sie dort für kriminäle sachen zur zeit machen.., ;)

But they don't seem to know that this kind of behavior, these dollar signs in front of their eyes, will result in fines if they continue to sell nonexistent products.
That's why it's being made a bit more public, so that they might clear their eyes and see what criminal things they're currently doing there... ;)

These things are not done instantly and may take time to review. If they find an issue based on the reports, the product can be delisted (no longer for sale).

i wouldnt hold your breath. I reported a few games for listing features on the store page that were either inaccurate or not in the game at all a while ago.
Apparently fixing inaccuracies regarding listed product features isnt a priority
Valve didn't put that game on Steam. Take it up with that games' developers because THEY put the game on Steam.

Because it's primarily the dev/publishers responsibility. Internal maintenance and Customer Support are likely more important, but they can delist if there's significant issues. It takes a while plus the information needs to be accurate.

in my case the inaccuracies werent super significant, but it did qualify me for a refund on the game due to the wrong information on the store page.

In ops case, it seems to download this dlc you have to connect to the game devs server which has been down since early july.
So yes steam as a sigital storefront might be liable for fraud, but something tells me if they just explain the situation to valve they would also likely get a refund

So what exactly is the problem here? That the DLC contains tuff that should've been in the game proper?

One has to properly define the problem to talk about it (and the car example does ♥♥♥♥♥♥♥♥♥ to properly define the problem).

From what i understand the DLC can no longer be downloaded even after purchase because you need to download it from the Devs servers, which for some reason that have been shut down.
So even though you cannot access the DLC currently it is still being sold to customers without a disclaimer
