Wero is currently in its early adoption phase. I don't think we need legislation to force shops to accept certain methods. But if Wero becomes relevant and people use it, Valve would probably include it as an option.

..so here's a list of non-usa credit card companies in the EU.

Austria has Card Complete, which does their cards through Visa

Advanzia Bank in Luxembourg, Mastercard.

Air plus international, mastercard.

Cornercard in switzerland, both mastercard and visa.

International Card Services for the netherlands, both mastercard and visa

RegioBank netherlands, both master card and visa

hmmm....that's the end of my list.

Looks like your EU choices are all using visa or mastercard.

Wero says

"6.3.1 YOU agree to respect all the laws and regulations in force and in particular not to share or publish Contents:

* undermining in any way the rights that third parties, natural or legal persons, could hold in particular as regards Intellectual Property Rights, the right to the image or the right to privacy;

* discriminating, abusive, defamatory or racist, likely to undermine respect for the human person, its dignity, violent or pornographic, constituting an apology for crimes against humanity, denial of genocide, incitement to violence, racial hatred or child pornography, offensive to public decency;

* likely to endanger other USERS in any way;

* encouraging the commission of crimes and/or offences or inciting the consumption of prohibited substances;

* constituting advertising of any kind for advice or services or for the marketing of goods;

* likely to lead to harassment of any kind (moral pressure, insults, threats) of another USER or USERS and/or to collect and store Personal Data relating to them."

Underline and bold is mine. I don't think you can use it to get around these things that visa and mastercard are also saying no to. Theirs actually sounds more restrictive than the visa/mastercard rules.

Klarna also seems to have a similar policy

Klarna reserves the right, without obligation, to monitor, review, adjust, inactivate or remove content, without notifying you or a third party, if we are required by law, or believe it is offensive, inappropriate, unlawful, violating the rights of others, or otherwise objectionable, in our sole discretion."

but.. there are already payments methods that are european. (ofc depending on your country there might be others, but from where i am we have:
PaySafecard, which is austrian
Skrill, which is english
Trustly which is swedish.

if you try to buy anything right now, I'm pretty sure you got european options too.

Because protectionism couldn't possibly result in retaliatory protectionism, and why should they do this exactly, because a European company would be less squeamish. About selling hardcore pornography to children. None of which would change anything, because thanks to those card companies refusing to play dumb. Valve can no longer tell itself that it can play dumb.

The card companies just refused to not get it trouble. So somebody else could make money from selling something they shouldn't. Whether that company was European or American the logic in no way changes. Once they were well and truly aware of what was happening. There was only one choice going forward. Fighting legislators and regulators is a losing battle.

Better to force them to let people buy anything as long it's legal and to prohibit them from enforcing their own rules. They are a monopoly they can't be allowed to discriminate.

Most payment providers and banks have similar things written in their contracts, mainly to distance themself from stuff which is against the law and easier termination of contracts if their customers are found out to be using their account for illegal things.

Should not be nothing new.
