I need to recall a gift I send a friend (read before you judge)
The account I sent it to the person can’t access and made a new one. But they did accept the gift before steam started being weird and not allowing him in. Can I refund the gift and send it to the new acct?

If the gift has been accepted, only the recipient can request a refund. The time limits still apply too. The bigger question is, exactly why can't your friend log into their original account?

Steam just won’t accept the username and password

As in one or both are considered wrong?

If you have lost access to the account

Account Recovery
Make sure you are completely logged out of Steam before you start the recovery process

When doing an account recovery, do not try to rush thru the process. Trying to rush thru normally results in information being missed and time wasted. Take your time and read everything.

Here is a guide that another Steam user was kind enough to make. It will help you navigate your way thru the recovery process if you are having any problems.
