I tried using my debit card(Master) and PayPal, neither worked.I tried getting the digital card, can't even get that. It's too late at night for me to go out to the store, so that's out too.
I'll probably try again tomorrow, but if I'm having the same issues, I'm going to reach out to steam.

Okay, so I was able to finally purchase a digital gift card. I did end up getting a game I wanted but now it seems a separate issue arrived. I'm gonna post it somewhere else, as it isn't related to this. Thank you guys for responding to this anyways.
