True story. ASCII cats and comments like, good, bad, loved it, that was cr@*, best game I ever played.... I give them a thumbs down. They are less than helpful. Also, if people give a thumbs up, but write primarily bad stuff, or vice versa. People can review however they want, but in my opinion, your review should reflect your vote. Many of us want a neutral vote. Fair enough. Weigh the pros and cons and vote according to that, not just trolling or sparing the devs' feelings.
As Slayer noted: rate the aspects of the game. I will often describe what game play was about, the mechanics, and talk about those. I will note if it is bug-infested or still has some bugs to iron out.
Not liking reviews or review styles isn't grounds for reporting reviews. Only if they earnestly seem fake, or you could get yourself in trouble for wasting Steam's time.
