Around 5 months ago this happened
On another account, I was trying to gift a game to my friend, and some sort of error was appearing, so i decided to contact steam support to identify what's happening, after i contacted them i was met with this:

"This account has violated the Steam Terms of Service Agreement.
This account has been flagged by Steam Support for violations of the Terms of Service Agreement. Purchasing, gifting, trading, buying and selling items on the Community Market, and cd-key activation have been disabled.


Account functionality has been restricted.
If you believe you have received this message in error, please contact Steam Support so that we can assist you.

i tried to contact them but nothing helped, so what can i do? and can i still play online?

reply back to steam support and await there answer.
Your gonna have to contact and probably beg too. Sorry to hear this happen. I feel for you.

Account locks prevent you from playing CS2 VAC enabled servers.

I don't know of any other gameon Steam that has this specific restriction.

Abusing services such as chargebacks, or using one's account for "profit" via renting/sharing the library, or selling of skins for real money.

That's what it takes to get those sorts of punishments on an account.
This usually happens when Steam detects accounts used for purposes like bypassing regional restrictions.

Here’s the thing, i didnt tho, i js used a usd gift card to add to steam wallet, didnt go for anything like hong kong or something

Does USD translate to more in your local currency?
